Agriculture and Fisheries Council
On Thursday, ministers will address agricultural items:They will hold a debate on the proposed regulation on direct payments to farmers under support schemes in the framework of the common agricultural policy (CAP). Ministers are invited to concentrate on the following issues: young farmers, small farmers, voluntary coupled support, top-ups for farmers in areas with natural constraints, internal redistribution, the definition of "active farmer", and capping of support to large farms.The proposal is part of the legislative package for the reform of the common agricultural policy. Building on the 2003 CAP reform and the 2008 CAP "Health Check" that decoupled direct payments from production while subjecting them to compliance with environmental, health and animal welfare requirements, the proposed regulation now seeks to better target support to certain actions, areas or beneficiaries as well as to pave the way for convergence of the level of support within and across member states.On Friday, the Council will address fisheries items:Continuing their discussion of the reform of the common fisheries policy (CFP), ministers will hold a debate on the proposal for a new basic regulation, which is aimed at ensuring sustainable management of fishery resources and contributing to the availability of food supplies.The Council's debate will focus on the issues of regionalisation and transferable fishing concessions.The presidency will hold a press briefing in the Council press room in Brussels on Wednesday 25 April at 13.30.Press conferences will take place on both days at the end of the meeting.
Commission adopts its monthly infringements package
On Thursday 26 April 2012, the European Commission will adopt its monthly infringements package. These decisions cover all Member States and most of EU policies and seek to enforce EU law across Europe in the interest of both citizens and businesses.
Conference on cooperative housing
The aim of this conference is to initiate a participatory process towards the design of housing policies which foster economic stability and growth while being fair and answering the needs of all citizens. It will also be the occasion to show-case different affordable housing models, specially the housing cooperatives.
Justice and Home Affairs Council
The first day of this Council meeting will be devoted to home affairs items.The Council will look at the state of play on the establishment of a common European asylum system based on a package of legislative proposals aiming at greater harmonisation of national asylum systems and higher levels of protection.Home affairs ministers will try to agree a general approach on a directive on the use of Passenger Name Record (PNR) data for the prevention, detection, investigation and prosecution of terrorist offences and serious crime. PNR data is the information voluntarily provided by passengers and collected by air carriers during the reservation and check-in procedures. It includes information such as name, dates of travel and travel itinerary, ticket information, address and phone numbers, means of payment used, credit card number, travel agent, seat number and baggage information.The Council is expected to adopt two sets of conclusions on de-radicalisation and disengagement from terrorist activities and on re-admission agreements. In addition, it will discuss conclusions on the Global Approach to migration and mobility, which is to be adopted by the General Affairs Council.Furthermore, the Council is due to approve a roadmap to ensure a coherent EU response to continued migratory pressures. In addition to discussing that roadmap, the Mixed Committee (the EU plus Norway, Iceland, Liechtenstein and Switzerland), meeting in the margins of the Council, will review the state of play on the implementation of the second generation of the Schengen Information System (SIS II), which is planned to come into operation by the first quarter of 2013.The presidency will hold a press briefing in the Council press room in Brussels on Wednesday 25 April at 14.00.Press conferences will take place around 13.00 and at the end of the meeting.The second day of this Council meeting will be devoted to justice items.The Council will try to reach a partial general approach on a directive on cri

Mr Lazaros Lazarou, Member of the European Court of Auditors will present to the press the main conclusions and recommendations of a report on Member States' management and control systems for Structural Funds.
Stakeholder consultation on financing EU external action
The Committee of the Regions is drafting an opinion on the Commission communication on "Global Europe: a new approach to financing EU external action” accompanied by several legislative proposals.
Your Europe, your say 2012 conference
From 26 to 28 April 2012, more than 100 students and teachers from schools in every country in the European Union will be guests of the European Economic and Social Committee: for two days they will become "extraordinary members" of the EESC.
