Changes to member states' media laws and their impact on government interference in the media should be monitored every year at EU level, says a draft resolution. MEPs also advocate broadening the scope of the Audiovisual Media Services Directive to ensure full respect for media freedom and pluralism. The Economic Affairs Committee will vote on a mechanism to deal with banks in serious solvency difficulties. The aim is to prevent public money from being the first and only source of help. Social Affairs Committee MEPs will vote on "EU Aid to the Most Deprived", a new fund which is to replace the EU's former food distribution programme so as to provide a wider range of support.

As an input to the 22 May EU summit, MEPs will debate energy issues and tax evasion. In two resolutions they will urge EU member states to join forces to halve the €1 trillion uncollected "tax gap" by 2020. The EU banking supervision mechanism, as agreed by lead MEP negotiators and the Council Presidency in late March, will be debated in plenary session but not voted. To allow more time for talks between the EP and the European Central Bank on accountability issues, the final vote will be postponed. MEPs will approve new dates for the 2014 European elections. They will be held from 22 to 25 May, to give the new Parliament more time to prepare for the election of the European Commission President in July 2014.

Ahead of EU negotiations with the USA on what could be the world's largest-ever free trade and investment partnership, MEPs will set out their red lines to defend EU citizen and industry interests in a debate with Commissioner De Gucht. EP President Schulz will participate in the European Council meeting in Brussels and hold a press conference at 14.00 on Wednesday. In the morning, he will meet Nícos Anastasiádis, President of Cyprus, followed by a press point.

The Economic and Monetary Affairs Committee will vote on a resolution on banking reform, which will give MEPs' input to the Commission's preparation of new laws that are set to seek far-reaching changes to how banks work. (Tuesday) The Committee will also discuss the EU banking union with Commissioner Barnier.
Ali Zeidan, Prime Minister of Libya, will discuss the current situation in his country with MEPs in the Foreign Affairs Committee.

EP President Martin Schulz and political group leaders will quiz European Council President Herman Van Rompuy and European Commission President Jose Manuel Barroso on the outcome of the EU summit on tax evasion and energy policy.
Early nomination of candidates and improved ballot papers are among draft recommendations to be put to a vote in the Constitutional Affairs Committee. EP President Martin Schulz will meet with members of the Euronest Parliamentary Assembly ahead of their 2-day session in the European Parliament. On Wednesday he holds meetings with Ahmed Al-Jarwan Al Shamsi, President of the Arab Parliament, and with Ivica Dačić, Prime Minister of Serbia.

Commissioner Lewandowski will present the draft budget for 2014 in a special Budgets Committee meeting. 2014 is the first year of the EU's next long-term budget, for which negotiations are still ongoing.
Public Health Committee MEPs will vote on draft legislation to increase transparency and reporting requirements for the testing of medicines.
PM Ivica Dačić will be in the Foreign Affairs Committee to discuss Serbia's recent agreement and continued talks with Kosovo.

The Transport Committee will vote on new rules changing the requirements for EU-wide standards on safety checks for cars, Lorries and motorcycles. EP President Schulz and EP political group leaders will meet with Lithuania President Dalia Grybauskaitė, Prime Minister Algirdas Butkevičius, and others, ahead of Lithuania taking the helm of Council.
