Background Quick and tangible results are needed on tax fraud and youth employment to restore people's trust in the EU, EP President Martin Schulz warned EU leaders at the opening of the European Council in Brussels on 22 May. He pointed out that public support for the EU had never been as weak as today. Mr Schulz also reminded leaders that the EU was founded in a spirit of solidarity and that it was now time to show "de facto solidarity" with young people struggling to find work.
