Background Parliament, the Cyprus Presidency and the Commission debated how to break the deadlock on the EU budgets for 2012 and 2013. Because the Council and Parliament could not reach a conciliation agreement, the Commission must present a new draft budget for 2013 (Friday, 23 November). As a number of 2012 programmes are paralysed by funding shortfalls, EP President Schulz urged the blocking minority of member states to stop preventing the Commission from paying bills it is legally obliged to pay.
